IPCEI Batteries: The European Layer

France participates in two IPCEI battery programs:

IPCEI Batteries I (approved December 2019): France’s first IPCEI battery allocation supported early-stage technology development. French participants included early ACC development work and several technology research programs.

IPCEI Batteries II (approved January 2021): A larger, more comprehensive program. French participants include ACC (Billy-Berclau gigafactory), Verkor (Dunkirk gigafactory), Saft (TotalEnergies subsidiary for specialized high-performance cells), Renault Group (EV platform development), Stellantis (battery integration), and supply chain companies.

Total French IPCEI Batteries I and II allocation: approximately €2.9 billion in state aid over the program period.

Key Competitions and Programs

Appels à Projets Gigafactories: SGPI-administered competition that funded ACC and Verkor gigafactory grants. This competition is substantially concluded for the first generation of French gigafactories; any future calls would address next-generation facilities or technology upgrades.

Appels à Projets Batteries et Véhicules Électriques: ADEME’s broader battery technology competition, covering components, systems, charging, and recycling. Multiple waves with different thematic focuses.

ADVENIR (Acceleration of EV Charging Infrastructure): Bpifrance-administered program providing grants for public EV charging installation:

How to Apply

For gigafactory or major industrial investment: The window for France 2030 gigafactory grants is largely closed for the first wave. Companies planning next-generation facilities should engage SGPI and ADEME early for discussion of potential future competitions.

For component and materials manufacturing: ADEME’s Appels à Projets for battery supply chain are the primary mechanism. Pre-application consultation with ADEME’s transport division is strongly recommended. Bpifrance’s innovation loans and guarantees complement grants.

For charging infrastructure: ADVENIR remains open for applications. Contact Bpifrance’s mobility team or apply directly through the ADVENIR portal.

For R&D and technology development: ANR’s transport research programs and ADEME’s recycling competitions provide funding for TRL 3-6 research. Companies should also engage with CEA’s LITEN laboratory for potential co-research arrangements.

For startups: Bpifrance’s deep-tech investment arm provides equity for battery technology startups. The French Tech label provides access to ecosystem support. Station F hosts automotive and mobility startups with connections to corporate R&D programs.

Each of France’s major EV and battery regions provides additional co-financing:
