The Newsroom Charter

This page sets out the editorial standards by which the France 2030 Intelligence Desk produces and publishes the content on france2030.ai. It is a charter, not marketing — it describes what our readers can expect from us and what we expect of ourselves. Material violation of this charter by any contributor is grounds for correction, retraction, and where warranted, removal from the Desk.

1. Independence

We do not accept payment in exchange for coverage. We do not publish sponsored posts, advertorials, or promoted rankings. We do not accept hospitality, travel, or “familiarisation trips” from any France 2030 beneficiary, sector lobby group, or public-sector body. Display advertising, where it exists, is served without editorial involvement and is clearly demarcated.

We are not affiliated with the French government or any France 2030 operator. We have no contract, grant, subsidy, or mandate from SGPI, Bpifrance, ADEME, ANR, any ministry, or any regional authority. We are a private editorial operation.

We disclose conflicts of interest. If a contributor holds equity in a covered company, previously worked for a covered institution, or has any material relationship with the subject of a piece, that relationship is disclosed at the top of the relevant page.

2. Sourcing

We distinguish three classes of source and label them accordingly:

• Official / primary. Government publications (SGPI, Bpifrance, ministries, Cour des Comptes, Assemblée nationale, Sénat), regulated filings (AMF, annual reports), and direct announcements by covered entities. These are linked to the original source on every page they inform.
• Secondary. Established business press (Les Échos, La Tribune, L’Usine Nouvelle, Reuters, Bloomberg, Financial Times, Politico Europe), specialist trade publications, and research institutes (Bruegel, Institut Montaigne, Ifri, France Stratégie). We cite these as secondary and corroborate against primary sources where stakes justify.
• Editorial synthesis. Our own analysis, comparison, projection, or assessment. This is clearly marked, never attributed to a third party, and always reasoned from cited evidence.

Every quantitative claim — funding amount, competition size, company headcount, sector target, deployment percentage — ties to an identifiable source. Where a figure is the Desk’s estimate rather than an official number, the page labels it “Intelligence Desk estimate.”

3. Verification

Two-source rule for material claims. No material factual claim (a funding award, a competition result, a headline corporate development, a governance decision) is published on the basis of a single source unless the source is an official government publication or a direct regulated filing. Trade press reports are corroborated against at least one additional outlet or official channel before becoming an assertion on france2030.ai.

Estimates and projections are labelled. Forward-looking claims, ranges, and extrapolations are never presented as facts. The basis of an estimate is either stated on the page or linked to a methodology note.

We do not republish press-release text. Every page is original editorial work. Where a company or agency announcement is the basis of a story, we synthesise, add context, and link back to the original — we do not paraphrase or reproduce.

4. Voice and Framing

The Intelligence Desk writes in the voice of an independent analyst, not a promoter. This means:

• We report shortfalls as honestly as we report successes. If a France 2030 target is missed, we say so.
• We do not use government marketing language (“flagship programme,” “historic commitment,” “ambitious vision”) as our own. Where such terms appear in our coverage, they are attributed to the speaker.
• We do not adopt the posture of an official body. france2030.ai speaks in the first-person plural of a newsroom, not the third-person formal register of a public authority.
• We are not a critic for its own sake. Where France 2030 is working, we report it. Where it is struggling, we report that too.

5. Rights and Trademarks

“France 2030” is a public-sector programme name used on this site for the descriptive, nominative purpose of identifying the subject of editorial coverage. This use is the same use that any English-language newspaper, research institute, or trade publication makes of the name when reporting on the programme. france2030.ai does not claim ownership of the “France 2030” name, does not use any official government logo or identity, and does not hold itself out as an official source. The masthead and footer of every page make the site’s independence explicit, and every page links prominently to the official government portal at gouvernement.fr/france-2030.

Company names, product names, and institutional names used throughout the site are the property of their respective owners and are used for descriptive editorial purposes under established fair-use / nominative-use principles.

6. Corrections and Retractions

Errors, however small, are corrected as soon as they are identified. Our corrections policy — including how to flag an error, how corrections are logged, and what triggers a retraction — is published at /about/corrections/. All substantive corrections are timestamped and visible on the corrected page.

7. Privacy of Sources

Where sources speak to the Intelligence Desk on background, we protect their identity to the extent lawful. We do not share contributor identities with third parties. We do not retain more source data than is necessary for the story.

8. Updates to This Charter

This charter is a living document. Material changes are logged at the foot of this page with date and reason. Minor copy-edits are not logged.
